How San Diego Schools Undermine Latino & African American Student Achievement. April 2002. Even though the highly publicized cases of in-school violence—like the Columbine shootings—have been perpetrated by suburban, middle-class, white students, new school safety policies have been largely directed at urban, low-income students of color. As a result, students of color are increasingly finding themselves the target of discriminatory disciplinary policies that make schools less conducive to learning and more a portal into the juvenile justice system.
