How San Diego Schools Undermine Latino & African American Student Achievement. April 2002.

 Even though the highly publicized cases of in-school violence—like the Columbine shootings—have been perpetrated by suburban, middle-class, white students, new school safety policies  have been largely directed at urban, low-income students of color.  As a result, students of color are increasingly finding themselves the target of discriminatory disciplinary policies that make schools less conducive to learning and more a portal into the juvenile justice system.

Using data from the San Diego City School District as a case study, Profiled and Punished offers a clear description of the ways discipline policies and practices disadvantage Black and Latino students.  The report also documents several alternative approaches to school discipline that ensure classroom safety while building healthy, equitable public schools.
